Function: drainCompleteOnStepEndQueue()

Drains the completeOnStepEnd queue, returning what was in it. Used by canvas/index.ts's pre-continue handler, which used to reach into CanvasManagerStatic._tickersToCompleteOnStepEnd directly - draining through this function keeps that state fully encapsulated in this module.
